Overview
The DOST Advanced Science & Technology Institute (DOST-ASTI), in collaboration with the House Committee on Science and Technology of the House of Representatives, holds the "Masulong na Agham at Teknolohiya Para sa Kaunlaran" Webinar to shepherd DOST priority measures through highlighting science, technology and innovation (STI) programs and/or policy advocacies that needs legislation.
The webinar aims to highlight seven (7) of the DOST-ASTI's current research and development projects and technology transfer services, namely:
- The Information Network for Open and Viable Applications and Technology Exchange (InNOVATE) Program
- The Philippine Earth Data Resource and Observation (PEDRO) Center
- AI4Mapping
- Meteorological Data Acquisition Station for Information Dissemination (MASID)
- Gul.ai Technology
- Kooha: A Social Sensing Network Application

Speakers
Franz A. de Leon, Ph.D.
Director, DOST-ASTI
Dr. de Leon is a graduate of BS Electronics and Communications Engineering and MS in Electrical Engineering at the University of the Philippines - Diliman. He earned his Ph.D. in Electronic and Electrical Engineering at the University of Southampton in United Kingdom in 2014. He also served as part of the UP faculty for engineering students, with interests in Digital Signal Processing for Audio and Communications.
He was also involved in one of the collaborative projects of the DOST-ASTI with UP Diliman as the project leader for the Development of a Philippine Indigenous Instrument Sounds Database, also known as Project KATUNOG.
Last April 15, Dr. de Leon was officially sworn into office as the new director of the DOST-ASTI.

Jelina Tanya H. Tetangco

Project Manager, COARE Facility
Jelina Tetangco has been involved in project management since becoming part of the DOST-ASTI in 2003. From 2011, she has been the lead Project Manager for a number of major DOST-ASTI projects in the areas of grid computing, high performance computing, and e-governance. Recent projects she handled include the Computing and Archiving Research Environment (COARE), the Integrated Government Philippines (iGovPhil), Remote Sensing and Data Science Help Desk or DATOS Project, and the NTC Netmesh Project. Aside from PM tasks, she is involved in initiating strategic research collaborations with research organizations and consortia, both local and international, to promote knowledge exchange with experts.

Joven C. Javier
Senior Science Research Specialist, DOST-ASTI
Ground Station Operation Operator, PEDRO Center
Mr. Javier is a Senior Science Research Specialist at the DOST-ASTI's Solutions and Services Engineering Division. He is also a 2019 Presidential Lingkod Bayan Awardee, and was involved in the BIRDS-2 Cube Satellite Project from November 2016 to September 2018. During that time, he also served as a Satellite Project Manager at the Kyushu Institute of Technology in Japan. Currently, he is the Ground Station Operation Operator of the PEDRO Center.

Artificial Intelligence Tech Lead, AI4Mapping
Mr. Difuntorum is a data scientist and Machine Learning Engineer of the Department of Science and Technology – Advanced Science and Technology Institute. He is an MS Energy Engineering and BS Computer Engineering graduate from the University of the Philippines Diliman. His area of specialization is the integration of AI and Computer Vision Technologies on Earth Observation data.

Visualization Unit Head, Embedded System Group
Ms. Carlos is the head of the Visualization Unit of the Embedded System Group. Her unit is responsible for data management of the technologies developed under SSED. She oversees the development of different data sharing platforms and software applications for various projects.

Technical Lead, Gul.AI Project
Mr. Copino is a graduate of Bicol University Polangui Campus with the degree of Bachelor of Science in Computer Engineering. He is also currently taking up graduate studies, Master’s degree in Electrical Engineering at UP Diliman. He’s a researcher and software engineer with 5 years of experience in web and mobile application development. He also leads various information systems development and R&D projects in Computer Software Division of DOST-ASTI.

Roxanne S. Aviñante
Senior Science Research Specialist, DOST-ASTI
Project Lead, Kooha
Ms. Aviñante is a graduate of UP Los Baños with the degree of Bachelor of Science in Computer Science. She also holds a Master’s degree in Electrical Engineering from UP Diliman. She is a research professional and a software engineer with 10+ years of experience in information and communication technology's research and development (R&D) and systems engineering. She leads various information systems development and R&D projects in Computer Software Division of DOST-ASTI. She has an extensive experience in web and mobile application development to come up with software solutions designed to meet business needs.

Mr. Quimson has 9 years of solid experience on web application development and has an extensive knowledge on PHP, HTML, SQL, and Business Process Management tool such as Processmaker. He is the senior developer of DOST-ASTI's Enterprise Resource Planning solutions.
