First Regional Stakeholders Consultation Meeting: Strengthening Regional R&D through Collaboration

The Department of Science and Technology - Advanced Science and Technology Institute (DOST-ASTI), in partnership with Mariano Marcos State University (MMSU) Information Technology Center, successfully held the First Regional Stakeholders Consultation Meeting.  

This two-day event, organized by DOST-ASTI's Business Development Unit aimed to foster stronger collaboration between DOST-ASTI and regional partners by gathering insights and feedback on how the institute can support regional research and development (R&D) initiatives. 

The event commenced with welcoming remarks from Marlowe U. Aquino, Director of Planning at MMSU, followed by recorded video remarks from DOST-ASTI Director Franz A. De Leon. Both agency leaders emphasized the importance of aligning DOST-ASTI’s efforts with regional needs to enhance R&D initiatives. 

The initial session included a presentation by Mr. Wilben Christie Ragus Pagtaconan, Director of MMSU’s Information Technology Center, who highlighted the university’s current research priorities. Ms. Cadiz followed with an overview of DOST-ASTI’s R&D projects and services, emphasizing technologies and services designed to address local challenges. 

Showcasing Innovations 

Key presentations during the event included: 

  • IPv6 and Eduroam: Mr. Lara and Mr. De Gracia explained the advantages of IPv6, including its larger address space, improved efficiency, and enhanced security features. They also introduced Eduroam, a global wireless network service, emphasizing its convenience and security for academic institutions worldwide. 
  • ON-IDLE Web Application: Mr. Mayquez showcased the web application’s features, highlighting its potential for streamlining operations and enhancing collaboration in research communities. 
  • MASID Technologies: Mr. Dellagas detailed the capabilities of MASID weather stations, focusing on their role in disaster preparedness and mitigation, especially for local government units and educational institutions. 

On the second day, presentations continued, featuring DOST-ASTI’s innovative projects: 

  • VIROS Project: Mr. Miguel D. Asido presented a proposal addressing road safety issues through Vehicle-to-Everything (V2X) technology, aimed at reducing accidents and improving traffic management. 
  • HAWKS: A cutting-edge AI-based decision support system for crop management and disease detection. 
  • ASTI-ALaM: A platform democratizing access to artificial intelligence for various applications. 
  • HR Lite and AKS/ON: Solutions for efficient HR management and comprehensive service management. 

Participants actively engaged in Focus Group Discussions on both days, dividing into groups based on sectors, including LGUs, academia, and provincial representatives. Through Market Survey Forms, stakeholders shared their insights and identified potential areas for collaboration with DOST-ASTI. 

Mr. Chua of the planning unit provided a detailed walkthrough of the project proposal process for R&D collaborations, from the submission of a letter of interest to project implementation.  

Moving Forward 

The First Regional Stakeholders Consultation Meeting marked a significant step toward strengthening regional partnerships and addressing local R&D needs. By aligning efforts with stakeholder feedback, DOST-ASTI reaffirms its commitment to fostering innovation and driving sustainable development in the region. 

The event concluded with a renewed sense of collaboration, as participants left equipped with knowledge about DOST-ASTI’s technologies and processes and inspired to engage in future R&D initiatives.
