DOST- ASTI is a recipient of the 2023 ISIF Asia Grant

12 September 2023 - The APNIC Foundation announced the 2023 Information Society Innovation Fund (ISIF Asia) Grant recipients during the APNIC 56 Conference in Kyoto, Japan. 

DOST-ASTI’s proposed project, Open Network Testbed Laboratory for Internet Technologies Deployment and Experimentation (ON-IDLE), is one of the nine (9) Infrastructure grants selected, and part of the five IPv6 Deployment grants.  

The Agency has been a pioneer for IPv6 research in the Philippines since it set up a testbed in the early 2000s. Since then, it has been advocating for IPv6 and runs the National Research and Education Network (NREN), known as the Philippine Research, Education and Government Information Network (PREGINET). 

The ON-IDLE Project leverages PREGINET’s proven capability and experience in IPv6 over a two-decade period, as well as the partnerships and relationships we have built with telecom companies, network operators and service providers, Internet advocates , and training institutions.

The Project aims to:

  • Set up an Open Networks Lab that will serve as a testbed or staging platform for benchmarking, proofs-of-concept, use-cases, and collaborative research on new, experimental, or enhanced network and Internet operations tools, systems, or applications.
  • Enable IPv6 on existing products and services, such as network measurement tools, Internet exchange, Eduroam, computing infrastructure, and community-based LTE network, and deploy these in existing as well as additional sites.
  • Assist local network operators on IPv6 and enable them to deploy IPv6 on their infrastructure.
  • Conduct IPv6 advocacy (IEC/Roadshow, training, and deployment) in at least eight strategic sites nationwide.

ON-IDLE activities are geared towards strengthening research on advanced network technologies through the setup of an Open Networks Lab and building on products, tools, and technologies that DOST-ASTI already has as use cases. As we advocate a spirit of open and collaborative pursuits, the Asia Open RAN Academy (AORA) will be an implementing partner for the project.




The APNIC Foundation is a fund-raising organization that supports a variety of initiatives across the APNIC service region of 56 economies. Additionally, some grants are provided to organizations based outside this region if their work supports Internet development in the Asia Pacific. 

Foundation activities include the disbursement of grants via ISIF Asia, as well as other forms of community assistance. The Foundation also leads projects such as Switch! or works with funders and other organizations, including APNIC and Keio University, to further Internet development in the Asia Pacific.
