Automating Energy-Related R&D in the Philippines

In December 2019, the Computer Software Division of the DOST Advanced Science and Technology Institute (DOST-ASTI) officially launched the Department of Energy (DOE) Phase 3 Project.

Over the years, our seven-year-partnership with DOE paved way to the establishment of a web-based and automated information management system relative to Philippines' existing and potential critical energy installations and the corresponding profiles and resources.

With Phase 1 and 2 focusing on the development and continuation of the Critical Energy Installation Information System and Online Service Management System, Phase 3 aims to culminate and integrate all these information systems with the added benefit of a Legal Services Information System. Hence, external clients of the DOE can be provided a more efficient way of filing and tracking their applications to the agency.

DOE and DOST-ASTI have been working together on numerous collaborations for 14 years with the goal of promoting transparency, helping improve R&D within the energy sector, and strengthening the visibility of the DOE among its stakeholders and beneficiaries. This project provides a single point of access to facilitate an easy, fast, and friendly method of transacting online services in relation to critical energy installations.

The following are the modules developed in 2019:

  • Continuation of Client Service Application
  • Violation Response Monitoring
  • Generic Functions (Admin & Client Home page)
  • Report Generation (8 report types)
  • Enhancements of existing modules based on end-users’ feedback

The launch of Phase 3 highlighted the unveiling and project turnover of the Downstream Oil and Natural Gas Application System (DONOAS), which establishes a web-based information management system that will automate the processing and monitoring of service applications filed by the clients of the Oil Industry Management Bureau (OIMB), manage the profile of facilities being monitored by the DOE, record details of conducted field validation of facilities, monitor their clients’ compliance to violations based on the conducted field validation, and generate reports based on the available data.

Prior to this, a series of End-User Trainings were also conducted to demonstrate and present the overall developed system modules both to the stakeholders and end-users, train the end-users on how to use the functionalities of the system, and instruct the end-users of their role in the system.
